Betting sites blocked in Somalia: what a VPN does

If 1xBet will not load for you inside Somalia, that is not a fault at your end. This page explains what is blocked, what a VPN changes, and why the part that decides whether you get paid sits somewhere a VPN cannot reach.

What is actually blocked

In August 2023 the Ministry of Communications and Technology instructed Somali internet service providers to block 1xBet, alongside TikTok and Telegram, with a compliance deadline of 24 August. The order was reported at the time by Reuters. Enforcement did not actually land until that November, when the federal government confirmed the ban was live and cited both religious grounds and the spread of gambling among young people.

In November 2024 Puntland went further with an executive decree, naming Golis, Somtel and Amtel and directing them not to open new 1xBet accounts and to close existing ones, as reported by Garowe Online.

Two things are worth being precise about. Enforcement is uneven, so the block behaves differently on different networks and at different times. And 1xBet is the operator that has been named repeatedly by name, which is why it is the one most people notice.

What a VPN changes

A VPN routes your traffic through a server in another country before it reaches the site. Your provider sees an encrypted connection to that server rather than a connection to a betting site, and the betting site sees the server address rather than yours.

That is genuinely enough to get past an ISP-level block. The page loads. Registration usually works. Deposits often work. This is the part every other page on this subject stops at, and it is why so many people conclude the problem is solved.

It is not solved. A VPN changes what your connection looks like. It does not change your legal position, the operator terms you agreed to, or where your money has to travel.

The layer a VPN cannot reach

Somalia does not rely mainly on network blocking. In November 2023 the National Anti-Money Laundering and Countering Terrorist Financing Commission issued a nationwide gambling ban and directed banks and mobile money providers to freeze gambling-related accounts, cease the associated services and report them to the Financial Reporting Centre. That directive covers EVC Plus, eDahab and Sahal, which are the rails almost everyone in Somalia actually uses. This is the real barrier, and a VPN does nothing to it whatsoever. Encrypting your browsing does not make a mobile money transfer invisible to the provider processing it.

Where it breaks: the withdrawal

Masking your location to reach an operator is a terms breach at effectively every book on our list. That matters less than it sounds while you are depositing and betting, because nothing is checked. It matters enormously at the moment you request a withdrawal.

That request triggers verification. Operators compare your address history against known data-centre IP ranges, flag sudden jumps between countries, and on mobile cross-check the IP against device GPS. If the review concludes the account was operated from a territory the operator is not permitted to serve, the published consequence is the same across the industry: unsettled bets voided, balance withheld, account closed.

And there is nowhere to appeal. Somalia issues no gambling licences and has no complaints body. A Curacao dispute process exists but is slow and rarely decisive, and two operators we cover hold no licence at all. Where an operator can show location masking, the terms are on its side.

Mirror domains are a different thing

Worth separating out, because people conflate the two. Several operators publish alternative domains that point at the same platform, intended for markets where the main address is blocked. Using one is not a terms breach, because the operator is the one offering it.

The catch is that mirror domains are heavily impersonated. A cloned login page on a lookalike address is a common way accounts get emptied. Only ever take a mirror address from the operator itself, through its official support channel or an account email, and never from a search result, a forum post, or a message in a group chat.

A mirror also does nothing about the payment layer or your legal position. It solves reachability only.

What this actually means

Gambling is illegal in Somalia under the Penal Code and the 2023 directive, with no distinction drawn between local and offshore operators. Using a VPN is not itself unlawful, but it does not change the legality of what you do through it, and it leaves the financial enforcement completely intact.

Not out of squeamishness, but because the honest version is that the workaround does not work: it clears the visible obstacle and leaves the two that decide whether you keep your money. Anyone telling you otherwise is being paid on your deposit and has no exposure to what happens at your withdrawal.
